由博鰲論壇看中共的亞洲發展戰略

Abstract

冷戰後國際政經環境的改變以及經濟全球化的影響，使中共自九○年代以來，開始改變過去閉關自守的策略，積極與周邊國家互動並且參與國際事務；而亞洲國家在經歷1997年的金融風暴之後，開始瞭解到亞洲的問題需要有一個場所和平台來討論，亞洲人需要共同關心亞洲發展的命運。中共在政經實力崛起的同時，正好與亞洲政經環境結構改變的時點鑲嵌在一起。博鰲亞洲論壇的前身概念是澳大利亞總理霍克(Bob Hawke)、日本前首相細川護熙(Hosokawa Morishiro)和菲律賓總統羅慕斯(Fidel V. Ramos)共同醞釀倡議的一個類似於「世界經濟論壇」(World Economic Forum)的亞洲論壇概念，並且以亞洲的經濟問題為倡議的主軸核心，這個倡議在1999年被當時任中共國家副主席的胡錦濤公開表示接受，博鰲亞洲論壇遂在中共的大力支持下成立，也成為由中共首度主導的「非官方」性質的區域性論壇。 博鰲論壇自2001年舉行成立大會，2002年舉行第一屆年會以來，至2006年已經舉辦了五屆年會，論壇年會的討論主題幾乎包含了亞洲的所有經濟與政治問題。博鰲論壇雖以經濟問題的討論為出發點，然而在中共強力主導的運作過程中，仍不難看出中共利用博鰲論壇深入亞洲其他面向之事務的決心。 博鰲論壇的成立絕非單一因素可以解釋，在複雜的亞洲政經環境中，博鰲論壇雖以一個非官方的形式運作，但由於主導權完全掌控在中共的手中，中共與其他參與國的互動也就引起了相當大的關注。而中共由博鰲論壇發散的亞洲戰略，也深深地影響了中共與亞洲國家的關係。在區域經濟合作於亞洲日趨重要之時，博鰲論壇以一個區域性的論壇形式，在「東協加一」、「東協加三」、「東亞高峰會」及APEC的體系外運作，實際上對於亞洲的政經環境有一定程度的影響力。 本文擬由博鰲論壇的主要行為者，也就是中共的角度出發，並且從冷戰前後，國際到亞洲的政經環境變遷為背景，討論博鰲亞洲論壇如何在亞洲金融風暴後被提出倡議且進而被形塑完成。並從博鰲論壇的組織制度發展探討中共對論壇本身的定位、動員與形塑；接續探討這樣的發展對亞洲的政經環境造成的影響。再者，比較由中共主導的博鰲論壇與亞洲其他經濟合作架構如「東協加一」、「東協加三」和APEC之間的差異。第三部分則討論中共與其他參與國家的政經互動關係，探討中共如何經由博鰲論壇這個施力點與亞洲其他國家進行政治性與經濟性的互動。最後則藉由前面的討論，回溯中共整體的亞洲發展戰略，並且也由此延伸分析中共中長期對亞洲經營佈局的目標，討論中共對亞洲及自身的發展有何遠大的構築，中共本身又須對這樣的發展藍圖有何政治與經濟上的取捨及讓步。 歷史結構、政經環境、國家利益皆有可能影響到區域性的合作組織或論壇的運作，博鰲論壇也是鑲嵌在這樣的時空脈絡之下。中共利用與亞洲國家經濟上的緊密連結關係進而達到政治性的目的，博鰲論壇可謂中共所運籌帷幄的一個既有效又不受他國拘束的工具，而以此研究焦點為基礎出發，應可透視中共的亞洲整體發展戰略，同時也是一個評估中共與亞洲其他國家政經關係互動的新研究起點。 最後，由於本論文定稿於2007年1月，所有博鰲亞洲論壇之相關資料，歸納分析於2006年之年會為止；特於此附註。

This paper aims to study how China’s engaging Asia reshapes the regional order form the perceptions of China’s mobilization of the “Boao Forum for Asia.” The mobilization of the forum also indicates China’s changing perceptions of multilateralism is having an impact on the country’s foreign policy toward other Asian countries. By seeking to trace back the history, focus on the topic of China’s rising and trying to analyze China’s developmental strategies in Asia—so called the “China’s Asian policies,” we may find out China’s intention to “get into” Asia. In addition to that, the article also tries to connect the “China’s Asian policies” with the China’s overall developmental strategies, such as “great-power diplomacy”, “good neighbor policy” and “energy diplomacy”, etc. Finally, it also concludes the China’s new age rising policies and hopes to have some reflections on Taiwan’s status. With the end of the Cold War, China’s growing economic and military power, expanding political influence, excellent diplomatic skills, and increasing engagement in regional organizations prove its ambitions in Asian affairs. “The Boao Forum for Asia” is a very unique example for us to get to know China’s desires for being a “great power” in Asia and even in the whole world. In fact, the Boao Forum for Asia is a useful mechanism for China to promote its great blueprint for Asia’s future, and the principle leader in this vision must be China itself. The newly-structured “Asian Forum” is indeed a novel research perspective for us to examine and discuss China’s regional policies and its overall developmental strategies. This paper contains five chapters. The first chapter describes the research incentives, literature review, and the research framework. Chapter Two discusses China’s strategic choices and plans before and after the Cold War. Chapter Three interprets the shaping and the mobilization of the Boao Forum for Asia. This Chapter also describes the main subjects of the Forum’s annual meetings (from the year of 2001 to 2006), and it tries to compare the Forum with other regional cooperation organizations and frameworks. Chapter Four discusses the China’s new age overall developmental strategies from its operation of the Boao Forum for Asia. This Chapter also explains the China’s Asian policies and connects these policies with its overall developmental strategies. In the end, this Chapter discusses the impact of the Boao Forum for Asia on the regional and international political and economic structures. Chapter Five is the conclusion and it also points out some follow-up questions in Asia.
