dc.description.abstract1997年通過的「京都議定書」(Kyoto Protocol)要求簽署國在2008年至2012年之間減少溫室氣體的排放量,但是每個國家經濟成長速度不同,社會結構及政治資源亦有所差異,因此減量責任承擔的公平性便具有爭議性,如何找出更為合理的減量分配原則,便成為各界持續在追尋的目標。而一國的所得分配情況即是反應社會結構之綜合指標,由此可知,在討論跨國間經濟發展與二氧化碳排放之關係時,將所得分配對二氧化碳排放之影響納入考量是有必要的。
本研究採用52個國家由1990年至2003年的長期追蹤資料,分析經濟發展、所得不均度與二氧化碳排放關係,比較納入所得不均度與未考量所得不均度對二氧化碳排放影響之差異,進而,以橫斷面的國家別,檢視不同發展階段國家二氧化碳排放的不同,進而討論所得不均度的納入對此一關係之強化程度。又以時間的縱切面,探討不同所得水準伴隨不同所得分配的國家,隨著時間的歷程二氧化碳排放、所得水準與所得分配關係之改變。最後,納入所得分配影響之考慮下,研擬京都議定書在制定各國的減量比例時,在多考量所得分配之因素下,重新擬定京都議定書附件B各簽署承諾減量國之承諾減量比例,另外,也納入印度、中國、南韓與台灣等尚未屬簽署承諾減量國家,潛在所需減量比例之變化。
實證結果發現,在橫段面上將所得不均度引入經濟發展與二氧化碳排放之關係中,即使在不同年間,也會呈現出一致的影響趨勢,而不同所得水準伴隨不同所得不均度之國家,在特定一段期間所呈現出的經濟發展與二氧化碳排放量關係會有所差異,顯示將所得不均度納入考量後,才能更完整的描繪出經濟發展與二氧化碳排放的關係。在賦予低所得且所得較不均的國家減低減量責任,而針對高所得但所得不均度大的國家,則賦予較高的減量比例,結果發現在這樣的原則下,台灣與韓國將由維持在1990年排放水準下進一步增加0.99%及2.04%的減量比例,而中國與印度則由維持在1990年排放水準向下調整至可增加0.7%與0.1%的排放量。
