政府研發補助對於研發績效之影響 -以工業局輔導案為例

Abstract

目前國內相關的學術研究，多以委辦法人研發(法人科專計畫)或以委辦私人企業研發專案(如業界科專或主導性新產品開發計畫等)的成果等議題作為研究對象。工業局多年來藉由輔導案，將長期被科專計畫扶植的法人機構研發能量，適度的協助一般中小規模的廠商，解決具時效性的技術瓶頸問題。目前文獻上尚少針對中小規模公司的委外式研發補助計畫的成果來做研究 。 本論文主要發現如下: 1.影響研發績效的最重要投入因素是總經費，其次是廠商規模 2.本輔導案的績效，有區位效果存在，東部地區明顯效果不佳。且產業別存在不同的研發成效。 3. 隨計畫執行年份增加研發成效易增加，表示廠商與法人單位的學習效果還在增加中。

At present, most academic research is to request a favor of result in achieving accomplishment as a subsidy research project of corporation or private enterprise in Taiwan. For many years, Industrial Development Bureau Ministry of Economic affair will be able to provide usual manufacturers assistance, and to resolve technique issues efficient. guidance project will be supported extended by technology research development project with the corporation institute. Nowadays, it is rarely addressed this point to usual manufacturers request a favor of result in achieving accomplishment as a research project from corporation and reviewed in the literature. The discussions are following below: 1. The most important factor influences on R & D subsidy is the total funds; the second one would be firm scale. 2. The achievement of guidance project is distinguished in different regions. East region of Taiwan is obvious having low-efficiency achievement. In addition, industrial differences exist in different efficient result. 3. If the result efficiently increases in implementing to the project yearly, it means that the learning outcome with manufacturers and corporation are still improving.
