摘要: | 本文主要在探討台灣公務人員退休政策,在國家發展不同政經階段中,從國家機關和民間社會實存的歷史結構脈絡,瞭解各個階段主要行為者因稟賦不同,在公務人員退休政策的形成與變遷過程中,對於退休政策形塑的偏差動員。
在威權時期,國家機關以強制權力控制與支配國家社會,以恩給制為建構退休制度的核心,在社會中形成特定的福利壟斷;到威權轉型時期,政治體制的解構、社會運動的勃興,造成國家機關控制與支配能力逐漸喪失,社會安全資源分配不再集中於特定團體,且因公務人員恩給制的退休政策,亦造成政府財政沉重壓力,退休政策乃變革為政府與公務人員共同提撥退休基金;而民主鞏固時期,更因民間社會多元政治、經濟與社會力量形成各種不同的組織網絡,國家機關與民間社會的關係越加複雜,且在定期選舉產生國家領導人下,更促使民間力量進一步凌駕於國家機關,具有公共政策性質的公務人員退休政策,也因而在不同行為者間所擁有的稟賦不同,對資源分配的汲取或運用,於其動態互動的偏差動員過程中,對公務人員退休政策形塑出不同的風貌。 This thesis tried to explore the content of retirement policy on Taiwan’s public bureaucracy. The main approach that was used to analyze this topic was the analysis of political economy. This thesis found that there were different contents of retirement policy on Taiwan‘s public bureaucracy during different political and economical periods. During the period of the authoritarian governance, the government dominated the civil society. In order to ensure the loyalty of the pubic bureaucracy, the government constructed the government-financed superannuation and distributed the most public financial resources to the public servants. During the period of the Taiwan’s democratic transition, there have been drastic changes in politics, economics, and societal environment. The government lost her absolute control of the civil society with the dissolution of authoritarian rule. Based on the financial stress and unfair treatment between the pubic bureaucracy and the business labors that were caused by the government-financed superannuation, the retirement policy of Taiwan’s public bureaucracy changed from government-financed superannuation to “Contributory Pension Fund”. To this days, the retirement policy of Taiwan’s public bureaucracy is still facing many challenges that come from the period of democratic consolidation. The government not only has to be a good employer of public bureaucracy but also has to diminish the difference between public and private sector on retirement policy to response the need of transitional justice. This thesis concluded that the different contents of retirement policy on Taiwan’s public bureaucracy were due to the actors who used different endowments to shape the mobilizations of bias. |
