The following document will present a diagnosis and strategic plan that enables as well Peruvian government institutions as companies to have a better guidance at the moment to determine policies and considerations regarding the way to participate in the ethanol fuel market. In addition, analyzing the current sector situation and recommend some actions that permit organizations skip some setbacks and take advantage of Peruvian high sugar cane productivity to begin to develop a stronger ethanol industry.
Likewise, as the Kyoto Protocol Commitment Period is coming and the need of switching energy sources – fuel - for Peru will be more important, the outlook for ethanol projects in the Andean country looks quite attractive, not only for the local characteristics of the sugar cane productivity but also for the support it will receive from the government, and, especially, for the economic benefits they can generate through the Clean Development Mechanism System under the issuance of Certificate Emission Reductions for industrial companies as well as state-owned companies. The versatility of bio-energy options regarding scale, ecosystems, social adaptability and markets makes it one of the most important alternatives for the energy, agricultural and forestry sectors in both developing and industrialized countries.
However, there are some policies, managerial and technical issues that need to be solved and reinforced in order to catch the potential. Above all, in developing countries like Peru where project developers, national authorities and communities need to be more involved in the process and understand the potential of bio-energy development and eliminate regulatory barriers that avoid the development of start-up projects. A joint effort between all sectors concerned is necessary – including the rural and the energy sector.
