台灣對中國經貿政策研究（1987-2008）

Abstract

本研究旨在探討台灣對中國經貿政策的變化及政策內涵，此外，又透過執政者理念解釋對中經貿政策，並檢視政策是否確實執行，以觀察理念與政策是否總是一致。研究結果為，對中國經貿政策自1987開放探親後，逐漸開放，即使在「戒急用忍」政策、「積極管理，有效開放」政策時期也未見明顯緊縮，同時這兩時期也是理念與政策有不一致的情形；而1987-1996年這段時期與「積極開放，有效管理」政策時期較為一致，同時開放幅度是非常明顯的。

This study aims to explore the evolution of Taiwan economic and trade policies toward PRC, both stated policies and their contents. I try to use the presidents’ ideas or their thoughts about PRC as a major framework of explanation to see if it works; in additions, I also exam whether those stated policies were implemented, in order to judge if their ideas were consistent with their actions and policies that were carried out. My research finding is that Taiwan economic policies toward PRC have been gradually loosened and liberalized since 1987 in terms of the amounts of investment in China approved by the authority concerned of Taiwan. Even during the period of ‘No Haste, Be Patient’ and the period of ‘Pro-active Management and Effective Liberalization,’ the two periods during which the two presidents claimed to tighten Taiwan economic policies toward PRC, there were no signs of tightening of Taiwan economic policies toward PRC; thus, there was inconsistency between the presidents’ ideas and their policies that were stated or implemented during these two periods. On the other hand, there was consistency between the presidents’ ideas and their policies during the period from 1987 to 1996 and the period of ‘Pro-active Liberalization and Effective Management,’ the two periods when the presidents intended to liberalize Taiwan economic policies towad PRC; meanwhile, the degrees to which they had liberalized Taiwan economic policies toward PRC were arguably very significant.
