國家目標與軍事力量互動之研究

Abstract

本文運用攻勢與守勢現實主義之分析架構，區分1949-1992年、1993-1999年與2000-2005年等三個階段探討台灣的「國家目標」與「軍事力量」互動關係。主要研究方法是透過攻勢與守勢現實主義的理論主張與主要區別做為指標，檢視「國家目標」發展的趨勢。對「軍事力量」的評量標準則不採用一般研究時所運用的有形、無形指標，而改以結合台灣地理現況，以是否具備「自力」渡越台灣海峽能力做為判斷軍事力量「攻」、「防」之屬性。據此推導出上述各階段的「國家目標」係接近於攻勢現實主義或守勢現實主義特性，及「軍事力量」屬於「攻擊性」或「防禦性」，並進一步比較「國家目標」與「軍事力量」互動是否平衡。 研究結果顯示，自1949-2005年間台灣在「國家目標」變遷上，從1949-1978年呈現攻勢現實主義特性，1979-1992年間則由攻勢現實主義轉趨守勢現實主義特性，1993-1999年由守勢現實主義轉趨攻勢現實主義特性，到2000-2005年呈現攻勢現實主義特性。而在「軍事力量」發展上，由於一直在美國的利益與中共的干擾下，致使自1949年迄今台灣始終僅具備防禦性「軍事力量」。 所以綜合言之，從「國家目標」與「軍事力量」互動上觀察，雖然台灣自1949年以來僅在1988-1994年短暫6年中以趨近守勢現實主義的「國家目標」與防禦性「軍事力量」形成兩者平衡發展，其餘年代裡「國家目標」與「軍事力量」互動都出現不平衡的狀況。不過，在「防禦優勢」之有利態勢與「美國利益」、「中共意圖」等多方制約下，50餘年來並未發生重大軍事衝突，進而促使台灣依然能在穩定中求發展。

This thesis, using the theories of offensive realism (O.R.) and defensive realism (D.R.), analyzes the interaction and development between national goals and military power. There are three interaction stages between national goals and military power in Taiwan since the end of WWII. The stages are: 1.the years from 1949 to 1992; 2.the years from 1993 to 1999; and 3.the years from 2000 to 2005. The study shows that the national goals tend to be offensive from year 1949 to 1978. From year 1979 to 1992 the national goals changed to defensive, and turned to offensive again from year 1993 to 1999. But from year 2000 to 2005 the national goals switched to offensive. On the other hand, the development of Taiwan military power constantly remains defensive from year 1949 to 2005. Cross examining the interaction between national goals and military power in Taiwan, this study finds obvious imbalance between national goals and military power since 1949, with the only exception during year 1988 to 1994. The study explores factors that condition the development of military power in Taiwan, including the American influence and international politics.
