我國軍備鏈結民間產業發展模式與策略之研究-空軍後勤修護能量國有民營案例探討

Abstract

本研究以空軍後勤修護能量國有民營案例為研究樣本，旨在找出營造軍工產業與民間產業科技互動機制，以提昇我國軍工產業的競爭優勢、滿足國防需求目標，及建構軍工產業鏈結民間產業的策略架構。研究中援引SWOT策略分析法，找出對軍工產業鏈結民間產業有利的、值得發揚的因素，以及對軍工產業鏈結民間產業不利的、如何去避開的東西，發現存在的問題，找出解決辦法，作為擬定未來發展模式及策略的參考，研究發現歸納如下： 一、完成軍工產業委託民間發展模式策略考量之SWOT分析： SWOT分析所列舉之項目包含政策推動面、內部資源有效性、市場機制、產業需求、國家整體環境及內部困難事項等。 二、建構成功策略模式策略地圖： 以「國防法授權探討，先期討論委外必要性及合理性」之行動文化為起點向上延伸，最後透過短期策略優勢及長期競爭優勢建立，達到雙贏績效。 三、個案執行情況與成功策略模式之類型比較分析： 發現個案單位在成功因素分析及整體環境的SWOT分析方面有疏漏處，且未對可能產生問題研擬應變作法，故推動初期產生窒礙，疏漏項目提出作為改正參考，使後續推動案，可以更加完善。 四、建立雙贏策略雛型架構： 構建了雙贏策略雛型架構，使軍備之戰備需求可以在本研究的架構基礎下，穩定的在軍備方面的尖端科技與民間產業的先進管理技術中尋求互補，以維持兩方面的競爭力。

The study, based upon the case of GOCO project (government owned-contractor operated conversion of the ROCAF military maintenance depots), aims at to search the interactive mechanism between military logistics operation and civilian industry, hoping to elevate the competitive edge of military industry, meet defense requirement, and establish the leakage of military industry with civilian industry. With the SWOT method, the study tries to figure out the elements that are helpful and adverse to the leakage of military industry with civilian industry as a reference in developing future development model and strategies. The content of this study is summarized as follows: 1. Completing the SWOT analysis by adopting the GOCO strategy The items that list in SWOT analysis include policy, internal resources, market mechanism, industry requirement, overall national environment, inner difficulties, etc. 2. Developing the roadmap of successful strategies The study first explores the necessity and reasonability of outsourcing from the point of the Defense Authorization Bill and finally achieves win-win results through short/long-term strategies. 3. Comparing project implementation status with the successful strategies/models and analyzing where the troubles lie As there are several neglects and deficiency of action units found in the analyses of successful factors and the SWOT analysis of overall environment as well as the failure to take contingency measures for potential problems, some difficulties emerged at the primary stage of the GOCO project. The neglects and deficiency was therefore mentioned so as to avoid reoccurrence again in the future. 4. Establishing the embryonic model of win-win strategy With the establishment of the embryonic model of win-win strategy and under the fundamental structure stated in the study, the combat readiness requirements in the military could be supplemented through the acquisition of advanced defense technologies and civilian resources. Both the military and civilian sector will therefore be beneficial each other as a result.
