台灣『稻米產銷專業區』生產效率之研究

Abstract

本文主要研究目的是運用包絡分析法( Data Envelopment Analysis, DEA)，評估稻米產銷專區廠商之相對生產效率，以期提供業者進行經營策略調整或改善之參卓。 本研究採用農業委員會農糧署輔導，2009年26家營運主體營運數據進行效率評估，整理投入產出變數相關文獻，應用專家法則提供重要性之選項，確認2項產出選項與7項投入選項。根據CCR模式及BCC模式來計算以投入導向衡量的生產效率值，其包含總體效率、技術效率、規模效率。進行差額變數分析以求得各廠商改善空間，參考群體分析確認廠商仿效或參考對象。 在總體效率(OE)相對效率為1的單位有10家，技術效率(TE)相對效率為1的單位有16家，規模效率(SE) 相對效率為1的單位有10家，同時規模報酬遞增的有15家，規模報酬遞減的僅有1家，固定規模報酬計有10家。此結果顯示絕大多數單位整體而言還是相當有效率。

This study estimate both the production efficiency and economic management ability of the specialized rice production and distribution zones in Taiwan. . Guided by the strategy theory of Michael E. Porter, we used data envelopment analysis (DEA) to evaluate the production efficiency of vendors.. Based on the sample of twenty-six organization units in 2009, results show that the performance involves identification of two outputs and seven inputs in the most optimal manner. With respect to the (input-oriented) CCR and BCC models of measuring production efficiency, we selected variables including overall efficiency (OE), technical efficiency (TE) and scale efficiency (SE) associated with the slack variables analysis to obtain improvement potential from each vendor. In addition, based on the reference group analysis to identify their emulate referent. Our findings further indicate that an overall efficient in most of organisation units.
