摘要: | 由於近年來天然災害頻仍,藉由自然環境來輔助降低天然災害的破壞,減少災害對居住環境的生命財產之損失,是為當前關注議題。本研究係針對自然環境存在的水田區,其生態功能之一的調洪蓄水減災效能特點,進行水田調洪效能評估對於防洪工作之探討,以期發揮水田自然環境之價值。本研究在進行水田調洪蓄水減災效能之探討,首先依據易淹水地區水患治理計畫中之台灣西南沿海地區,並根據集水區內水田分佈於都會區上、中、下游等不同位置進行篩選,選定了三爺溪排水系統、洋子厝溪排水系統、員林大排水系統、以及濁水溪分區排水系統等作為研究區域。接續,在進行減災效能分析時採用兩種方式進行探討,一為應用二維淹水模擬模式進行水田區調洪減災功能定量分析,探討淹水深度及淹水範圍所造成的災害損失量化;二為運用層級分析法探討影響水田區調洪蓄水之因子,其中包含水田區下游涵蓋都會區比例、水田維護程度、水田區與排水幹線之距離、水田區坡度,並依此四個因子對於水田調洪蓄水之影響權重,建立水田區調洪蓄水潛勢指標,並考量集水區水田面積所佔之比例,將指標量化為調洪減災效能。最後,本研究將調洪減災效能及災害損失的量化結果,建立調洪減災效能及災害損失之關係曲線,並以魚寮溪排水系統進行調洪減災效能及災害損失曲線驗證。從驗證結果顯示當推求某一集水區調洪減災效能後,透過調洪減災效能及災害損失曲線換算得出該集水區的災害損失,與透過模式進行定量分析的災害損失是相近的,因此運用此曲線推估災害損失可快速推估集水區災害損失,以供決策者進行防災工作前之評估及分析。 During the recent years, natural disaster occurs frequently. It is an important issue to reduce losses of lives and properties by any means. The study is aimed at the quantitative investigation on flood-mitigation effect for paddy fields, which is one of the environmental multi-functionalities of paddy fields. With the agriculture land located in the upstream, midstream and downstream of the metropolitan area, four watersheds, San-Ye River drainage system, Yang-Tzu-Chou drainage system, Yuan-Lin drainage system and Chou-Shui River drainage system are selected as the study cases. This study uses two methods to analyze the flood-mitigation effect of paddy fields. The first method is to use the 2D inundation simulation model to simulate inundation depths and flooding areas, and according the simulation results to quantify the disaster losses. The other method is using the Analytic Hierarchy Process (AHP) to find out the key factors for enhancing of paddy fields. The AHP result show that the key factors the proportion of downstream metropolitan area, the maintenance level are paddy fields, the distance from paddy fields to rivers, and the slope of paddy fields. Based on the above four factors, the weight for each factor is decided and the index of flood-mitigation effect of paddy fields is established. The study further normalize the index of flood-mitigation effect of paddy fields by the ratio of paddy field areas in watershed. Finally, the regression curve for connecting the flood-mitigation efficiency of paddy fields and disaster losses is built. The study uses Yuliao drainage system to verify the accuracy of the regression curve. |
