摘要: | 本文主要以台灣水資源面對全球多方面極端氣候、降雨量不均、陡峭地形存水不易以及山坡保護環保意識抬頭等影響下造成用水缺乏之探討。由於台灣人口密度高且高度經濟開發,唯獨水土資源有限,所以必須面對「生態環境承受的限制」、「資源利用的限制」、「社會經濟發展的限制」下,如何運用再生水資源回收的概念,改善水資源不足及水汙染環境破壞的窘境。從商業模式分析、創造供需並以價值主張「永續發展」的理論為主,以再生水廠的未來發展策略為架構、「再生水的回收循環再利用」理念去考量社會經濟成長及提升未來生活品質。從再生水廠現況研究,探討如何將工業、民生城市用水經再生水廠淨化水質及水環境監管技術下還原製成乾淨用水後,再提供回產業園區及民生市政用水,創造水資源再生經濟價值。 從個案○公司的特殊處理項目中發現,除了再生水廠回收技術外,處理過程所產生的汙水淤泥廢料經過處理後可轉換成其他附加能源,增加在市場競爭優勢。近幾年銷售市場的轉變,從實體銷售商業模式到線上與線下O2O(Online-to-Offline)的虛實整合模式,都代表了網路科技時代的進步。從中發現水質監控技術透過大數據網路結合下,新型態水物聯網的技術能即時掌握水資源狀況及改善,降低人力成本的浪費,為我國再生水廠建造之發展立下新的里程碑及永續發展。 As the world becomes warmed, frequently extreme weather and climate events, such as droughts and floods, have brought more difficulties in water resources management. However, the construction of dams and reservoirs has aroused the issues about mountainside environmental protection, soil and rock siltation, and high costs on maintenance. With the agricultural production technology, the long-term development of industrialization and internationalization simultaneously, agricultural chemical fertilizers, industrial and urban sewage damaged our environmental and ecological system and polluted water resources. We mainly focused on water scarcity in Taiwan facing the global extreme climate in many aspects, including uneven distribution of extreme heavy rainfall, difficulty on water retention in steep terrain, and the rise of awareness of environmental protection on mountain soil erosion .Despite the limited water and land resources in Taiwan, the high population density and high economic development face the problems of 'limits of the ecological environment', 'restrictions on resource utilization,' and 'restrictions on social and economic development'. The concept of using recycled water resources can help to deal with the dilemma of water resources scarcity and water pollution .Using business model analysis to examine whether the concept of 'recycling and recycling of reclaimed water' can be used as the future development strategy of reclaimed water plants in fulfill the social and economic growth, improvement of the quality of life, meeting supply and demand, while preserving the value of 'sustainable development'. We also examine the current development of reclaimed water plant, studying how to restore the industrial and livelihood city water to clean water under the water purification and water environment supervision technology of the reclaimed water plant. Our results can provide the industrial park and the livelihood municipal water to create the economic value of water resource regeneration. From the special treatment project of ○ company, we found that in addition to the recycling technology of the reclaimed water plant, the sewage sludge waste generated during the treatment process could also be converted into additional energy sources, which increased the competitive advantage in the market. The changes in the sales market in recent years, from the physical sales business model to the online and offline O2O (Online-to-Offline) virtual and real integration model, represent the progress of the era of internet technology. Big data network and the technology of water network can be incorporated in the technology of water quality monitoring , which can instantly monitor the status of water resources, improve and reduce the waste of labor costs, and set a new milestone and permanent development for the development of China's water recycling plant construction. |
