摘要: | 我國為落實社會福利政策,照護身心障礙市民,積極推展無障礙的交通環境與運輸政策,臺北市為國內最早成立小型復康巴士之城市,鑑於我國人口老化情形嚴重及身心障礙人口數漸增,民眾對於政府提供優質無障礙運輸服務需求日益殷切,後續所產生的問題,將會伴隨著時間的演進而越見彰顯。本研究旨在探討身心障礙者實際搭乘復康巴士服實際使用狀況與認知,藉由檢視臺北市復康巴士服務現況資料,並以深度訪談法瞭解復康巴士服務之使用族群,使用復康巴士服務之經驗,從其思惟脈絡中,深入且聚焦探索臺北市復康巴士服務使用者的經驗,予以歸納整理,提出結論及改善建議,期能豐富復康巴士領域研究之內涵。研究發現,整體而言,使用者大致上對於復康巴士乘車品質及司機服務態度均表達肯定,但認為預約制度以身心障礙類別區分,實際運作上忽略身心障礙類別為中度及輕度之輪椅族群。此外,復康巴士因收費價格最便宜成為使用者優先選項,而復康巴士僅是眾多交通運輸之一環,對於身心障礙者而言,具有充足無障礙升降設備的交通服務,可供其使用及選擇,才是最重要的課題。並提出未來加強復康巴士服務之策略建議,包括釐清復康巴士的功能定位,妥適的規劃各類型無障礙運輸交通工具,由使用者自行選擇合適的無障礙運輸服務,預約制度並應就身心障礙者實際狀況,開放使用者申請納入優先預約範圍等事項。 In our country, barrier-free traffic environment and transportation policy are developed actively to realize social welfare policy and care disabled citizens. Taipei is the city with the earliest development of the small handicap bus. According to the increases of the aging population and disability population, people are look forward to the high-quality barrier-free transportation service from the government. As time goes on, the subsequent problems are more and more evident. In this research, the situation and cognition from the disabled citizens traveling by handicap bus are discussed. By viewing the service of the handicap bus in Taipei and understanding the users of the handicap bus services from in-depth interview, the experience of the handicap bus services can be known. According to these thinking threads, the user experiences of the handicap bus services in Taipei can be deeply explored. By collecting the aforementioned information, some conclusions and suggestions are made to improve the connotation for the research field of the handicap bus.From the research findings, the ride quality of the handicap bus and the driver service attitude are recognized roughly by the users. But, the reservation system is classified by the disability categories. The mild and moderate wheelchair groups are often ignored. The users have higher priority to choose the handicap bus due to the cheapest charge price. But, the handicap bus is only one of the transportation vehicles. For the disabled person, the transportation services with barrier-free lifting equipments are more important issues. The strategy suggestions to improve the handicap bus services are also proposed, including the classification of the functional localization for the handicap bus, the plans for different types of the barrier-free transportation, the selection of the suitable barrier-free transportation service from the users, the reservation system considering the situation of the disabled people, the range of the user’s prior reservation etc. |
