摘要: | 目前台灣的軌道維護工作大多被限制於非營業時間進行,這樣安排在排程上可能較為單純,對於營運衝擊也較小,然而也可能導致人力成本及維修時間的增加。為探討在營運中維修的可能,本研究開發了一創新的時空路網架構並搭配二元整數規劃來求解最佳的短期軌道養護計畫。此外,過去文獻在探討不影響時刻表下規劃軌道養護計畫時,並未考量軌道應用之彈性。故本研究於考量人力及養護相關規範的同時,更進一步探討調整列車軌道應用計畫來增加部分軌道於營業時間維修之效益,並藉由建立一二元整數規劃模型來探討在最小化成本的目標下進行養護工作及維修隊的指派。本研究亦研發一規則式啟發式演算法以增進求解效率。經案例分析結果證實了本研究所提出的模型及演算法能有效地指派各項維修工作給至維修隊,並於營業或非營業時間中的軌道空閒時間進行維修。案例分析成果顯示,加入營運時間中的維修可能,可以增進維修排程的彈性,以及降低維修工作所造成之加班時間。運用此模式可協助規劃人員進行月維修計畫的編排及列車軌道的運用調整。 For railway company in Taiwan, track maintenance tasks are usually scheduled during non-service hours (from midnight to early morning); however, this constraint may incur high labor costs and insufficient maintenance time. This study constructs a novel time-space network model to optimize the short-term maintenance scheduling with the possibility to schedule maintenance tasks during service and non-service hours. With a set of given maintenance tasks and train schedule, the proposed binary integer programing (BIP) model aims to determine the optimal short-term maintenance plan and track utilization plan within a month. A new concept of modified track utilization plan to extend the available maintenance time during service hours is further considered in the model. A rule-based heuristic algorithm is also developed to enhance the solution efficiency based on the practical rules and the problem nature. Results from the case study indicate that the proposed model and the heuristic algorithm can efficiently assign the maintenance tasks to each maintenance team at available maintenance times during service or non-service hours. Moreover, allowing maintenance tasks be performed during service hour would reduce the possibility of assigning maintenance teams to work overtime and enhance the flexibility of the scheduling process. The model coupled with the heuristic algorithm could be helpful for railway agencies to generate the monthly maintenance plan and modified track utilization plan. |
