從區域檢驗中心建設到精准醫學園區 —以海南保吉集團開發途徑研究

Abstract

精准醫療是近年來在國際先進大國醫藥版塊中迅速崛起的高精尖領域，惟投資研究的門檻相當高，所處的行業多處於成長期的發展階段，新創精准醫療的波動性也會相當大。沒有長年研究所積累培育出的科學沃土，與優質的資源供給環境，一般醫療傳統產業很難輕易跨入這個領域。 海南省具有豐沛的多元資源，被中央政府宣佈為新型自由貿易港，且迥異於過往以物流為主體的自由貿易區定義，取之以旅遊為主體的服務貿易自由島，形成以人流為主體的自由貿易區；海南也不是以物流來帶動資金流、資訊流和人才流，而是以人流帶動特色商品流、資金流和資訊流的自由貿易區。 在中國國家積極領頭政策開放帶動，並擘畫出多項具備前瞻性遠程計畫下，結合海南省天然資源與獨特地理優勢，如何將個人多年累積的醫療事業背景，結合美國成功先進醫療科技、臺灣檢驗精進技術，在海南充分利用天地人多方利多條件，建構出從區域檢驗中心到精准醫學園區，這是本論文意欲充分討論的重點。

In China, the country actively leads the policy opening, and draws a number of forward-looking remote projects, combined with Hainan's natural resources and unique geographical advantages, how to integrate the medical background of the individual's accumulation for many years, combined with the United States' successful medical technology, Taiwan Inspecting the advanced technology, in Hainan, making full use of the multi-party conditions of Tiandi people, constructing the regional inspection center to the precision medical park, this is the focus of this paper.
