Abstract: | 在臺灣,每32個的人,就會有一個是外籍勞工,其分別來至印尼、越南、菲律賓、泰國及馬來西亞等國家。而透過外籍勞工的引進政策,是充分在我國經濟面及社會面產生相當的助益,解決我國產業及家庭勞動力不足的問題,並提升國家國際競爭力。但是,外籍勞工因為語言、信仰、文化、生活習慣的不同,在臺灣面對工作及生活上,難免會有適應性的困難。尤其,針對將每個月辛苦努力的薪資匯款回國給予家人上,是卻乏友善的環境,及合宜的手續費負擔。這是我們首要給予關懷的方向,維護外籍勞工基本的權益,而不會面臨孤立無援被社會給排斥。
本研究的目的,是建立一個創新服務模式的架構,來解決我國外籍勞工小額及不定期的匯款需求,並且,提供其他加值服務來提升外籍勞工的生活品質。而以創業計畫書的模式撰寫本論文,不但可以清楚了解創新的商業模式可行性,落實風險評估及應對政策,讓企業未來的策略方向有更明確性,吸引投資者願意合作投入,這是將所學的理論基礎充分實踐在真實環境上的最好方式。 藉由區塊鏈的技術,將匯款的金額轉為虛擬資產,並透過質押的服務,降低匯款的手續費,用來解決外籍勞工在交通、工作、語言及時間等不便的匯款因素。此外,將虛擬資產投入互助會的服務,來協助外籍勞工因在臺灣信用不足的情況下,有保障、有安全的透明性民間小額貸款,以提供外籍勞工臨時急迫性的資金需求,或是簡單的理財規劃。最後,質押及互助會服務是雙輔相成的,未來是可延展更多的商務模式的整合。 In Taiwan, every 32 people will have foreign workers who come to Indonesia, Vietnam, the Philippines, Thailand and Malaysia. The introduction policy of foreign workers is to fully contribute to the economic and social aspects of Taiwan, to solve the problem of insufficient labor in Taiwan's industry and family, and to enhance the country's international competitiveness. However, because of the differences in language, beliefs, culture, and living habits, foreign workers will inevitably have difficulties in adapting to work and life in Taiwan. In particular, it is a lack of friendly environment and a reasonable burden for the repatriation of wages that are hard work every month. This is our primary direction of care, safeguarding the basic rights and interests of foreign workers, and will not face the isolation and helplessness of society. The purpose of this thesis is to establish an innovative service model framework in cross-border small and irregular remittance for needs of foreign workers, and to provide other value-added services to enhance the quality of life for foreign workers. Written in a business plan model in this thesis can not only clearly understand the feasibility of the innovative business model, but also implement the risk assessment and response policy, so that the future strategic direction of the company is more clear and attract investors to cooperate and invest. The best way to fully practice the theoretical foundations you have learned in the real world. Through the blockchain technology, the amount of remittances is converted into virtual assets, and through the pledge service, the remittance fee is reduced to solve the inconvenience of foreign workers in transportation, work, language and time. In addition, the virtual assets will be invested in the services of rotating savings and credit to assist foreign workers in securing safe and transparent private micro-credits in the case of insufficient credit in Taiwan to provide temporary urgency for foreign workers, or simply financial planning. Finally, the pledge and rotating savings and credit are complementary, and the future is the integration of more business models.
