| dc.description.abstract | 本研究主題為義和團時期之英國外交政策。首章探討義和團事件事態惡化後，英國對列強在華北軍事行動的節制意圖，英政府一方面在勢力制衡的要求下展現實力，另一方面盡量降低動武的規模。首節闡述英國政府對於救援受困公使之態度，特別是探討首相兼外交部長莎士保理（Marquis of Salisbury, 1830-1903）顧慮列強競爭下的政策取向，他呼籲日本出兵的過程尤可反映其政策思量。次節接續討論聯軍進軍北京前後，英國在此過程中扮演的角色，並論及莎士保理對於救援行動的思維。由於英政府必須鞏固英國在華的威望與地位並維持列強的一致性，然又不欲聯軍有過度的武裝行動而威脅中國。第三節則處理英國政府對任命聯軍統帥過程中的意見，及瓦德西抵華後英國行動所採取的合作與制衡立場。
第二章闡述英國對中國現有政權認定之下，對於責任與懲處問題的主張。首節著重於北京使館危機期間英國對清廷的認定與觀感，透過比較對應出英政府對華政策的特殊之處。第二節呈現英國在談判過程中堅持懲處拳亂禍首的特殊立場，並探究此堅持的意義是杯葛抑或鞏固清廷統治權。由於英政府明言賠款事宜相對於懲罰問題而言較不重要，且英國不欲索求超出中國負擔能力之數額，第三節即處理庚子賠款議定之過程，討論英國對賠款的主張。 第三章探討英國的勢力範圍政策，其中包括英國本國的勢力範圍長江流域，以及面對他國——最重要者為俄國在東北——行動之態度。第一節探討英國對於東南互保的承認與支持，並呈現英國在義和團事件期間始終採取支持長江督撫的立場。第二節申論英德協定的性質、作用與意義，英德協議雙方目的不同，但最終由莎士保理引導至符合門戶開放政策性質，但此協定終究禁不起實質考驗。最後一節則透過英政府對於俄國在華佔領行動（主要為東北）的回應，來佐證英政府的節制態度。 | zh_TW |

The First chapter deals with British policy towards military operations in China, which emphasize on the explanation for its passiveness. The Second Chapter presents the British attitude towards punishment of the criminals and indemnities, and comparing it with other nations. The purpose of which is to reveal its unique principle for Chinese policy. The last Chapter aims at the British policy toward the spheres of influence in China, namely the Yangtze Valley. It contains the discussion of the British support for the neutrality of the Yangtze Valley and the Anglo-German agreement 1900. | en |
