專業整合經營模式研究─以醫院布服外包為例

Abstract

「Linen Supply」是指「紡織品(纖維製品)經洗滌後，為了使其順利使用而用貸與方式進行，使用後再回收並再洗滌後，再次將此進行貸與之事，如此予以反覆進行的事業經營體。」紡織品租賃的使用領域別種類涵蓋了飯店、旅館、醫院及餐飲等。然而就日本而言，環境管理使用紡織品、飯店使用紡織品與醫院使用紡織品為大宗。 反觀國內情況，自1995年台灣實施全民健保實施後，無論是公立和私立醫院之經營者面對健保局核刪等財務挑戰，並為提高醫療品質與降低成本的經營困境下，其醫療相關和非相關的業務開始考慮外包(委外)的策略。 醫院藉由「外包」的方式，可有效降低醫院內部管理成本支出，並致力於醫學專業的發展與不斷進步，以提高醫院形象與增進病人福祉。布服外包即為醫院業務外包的一環，良好的布服外包經營模式，提供醫院因醫療行為所衍伸之週邊資材、布服、床組等常耗性品項的整合平台，省去院方在此方面的人力與管理成本，且由專業的布服租賃提供者，更可達到一加一大於二的綜效，在醫療行為的從事上可提高其效率。 綜合而言，醫院經營在面對內、外部環境的多變與不確定性，醫院在非醫療業務外包上，已漸漸被視為解決醫院經營問題的重要策略，透過評估醫院內部資源與外部環境，制定院內布服外包業務的管理機制，以達到增加院方醫療服務的品質與病患的就醫滿意度。 本研究主要探討的醫院布服外包經營模式，台灣自1994年由台南奇美醫院首開布服品項外包業務至今已18餘年，目前台灣病床數在200床以上的中大型公私立醫院，布服品項外包業務逐年遞升，足以顯見，醫院布服外包已成為市場運作之主流。

By evaluating the inner resources and its external environment ,They draft and develop the textile leasing outsourcing management mechanism ,increases the quality of the medical services of the hospital and the satisfaction of the medical treatment in those patients.

The study was investigated in the texttile leasing business model in Taiwan. Since 1994, Taiwan Tainan Chi Mei Hospital first initiated a texttile leasing outsourcing business which had been passed through for 18 years, Now In Taiwan ,the major public and private hospitals which their beds are more than 200 almost used the business model . The ones model occupation has ascending gradually in those hospital per year. Now ,it has become the market mainstream in the hospital.
