摘要: | 地層下陷為雲林地區長期的痛,以台北人的觀點而言,就限制開發及減抽地
下水就可解決地層下陷問題。但就土地倫理及人文歷史,雲林的各聚落確有不可抹滅的地位。因而如何將永續經營的理念用於雲林地層下陷區範圍的鄉鎮,確實是當前重要的課題。 本研究捨棄傳統水利工程學的思維:即利用質量不滅及能量不滅的定律進行定量的分析,惟前述分析需要龐大的基礎資料做基礎,才能切合實際提出改善方案,以致於全國地層下陷防治工作已經持續多年,惟成效不彰,故本研究嘗試就現有地層下陷資料結合政府部門的統計資料,進行迴歸分析各產業別對於地層下陷的影響程度,並由嚴重鄉鎮策略的分析進而到全縣的管理機制的訂定。 故本研究經分析高鐵沿線資料後擇定虎尾進行各產業的影響程度,決定管理策略。從廻歸分析結果顯示,主要影響因素除了降雨量外,各產業別的用水量著實影響地層下陷量。 虎尾地區由於各產業別用水量的影響中,尤以水稻、養殖及民生用水的影響較為顯著,故建議行政部門應針對水稻、養殖及民生用水端進行源頭管理減抽地下水改以地面水供應,經了解林內淨水場輸水管線已通過虎尾地區,建議雲林縣政府應要求自來水公司盡速減抽地下水改以地面水供應。 本研究確實需要更多的基礎資料進行統計分析,惟受限於資料量不足,僅能拋磚引玉提出分析構想,作為後續研究之構想,期能對於地層下陷區盡一分心力。 Land subsidence is a serious problem for Yun-lin county in Taiwan. Although it is believed that land subsidence can be resolved by reducing groundwater drawings, the land ethic and human history, this is not a solution for long-run development for Yun-lin county. As a result, how to provide a more sustainable development for Yun-lin county is indeed the current important issues. In contrast to the traditional agricultural engineering approach which relies on the mass conservation and energy conservation law for quantitative analysis, this research attempts to use the regression method to explore the impacts of industrial development on groundwater conservation in the Huwei and Turku area. We aim to answer whether the expected index of population ageing will affect the increase in land subsidence. According to data from year 2002 to 2010, we found an insignificant effect of population aging. In contrast, rainfall determines the subsidence volume of water consumption in various industries. The industry and livelihood water consumption is more important than other factors in Huwei district. Therefore, our results suggest the government to change the water supply from groundwater to surface water. Since the water supply pipeline had built to Huwei district, we suggest that the county government should require water company modified with reduced pumping of groundwater to surface water supplies as soon as possible. This research does need more basic data for statistical analysis. Due to the limitation of our data availability, we can only initiate analysis of proposed ideas. For any follow-up studies, it will be interesting to look at other subsidence area in Taiwan. |
