胡蘿蔔與棍棒：以新加坡電信產業為例探討政府如何透過產業政策與競爭制度之設計帶領在地國營企業走向國際

Abstract

本研究以新加坡政府對電信產業的產業轉型開放、產業治理與國營企業治理政策為核心，以文獻回顧的方式分析新加坡政府如何透過「胡蘿蔔與棍棒」兼具的制度設計引領國營企業在市場開放後維持成長、走向國際並進一步帶動國內產業迅速發展，透過財報績效驗證政府政策的實證效果，進而以制度理論為主幹質性比較將新加坡的政策與台灣的政策進行比較，探討兩國政府在產業政策與治理制度上的差異如何影響在地產業與企業的後續發展，最後歸納出一國政府的產業轉型政策、產業治理政策與國營企業治理政策確實能帶動在地國營企業與在地產業後續發展與國際化的研究結論。

This master thesis is a case study based on Singapore’s Telecommunication Industry focused on the authoritative role Singapore Government played and the industrial policy government designed which guide local firm and industry grow prosperous, provide a thorough analysis on how Singapore’s industry liberalization policy, industrial governance policy and state-owned enterprise governance policy that lead local firm succeed and grew global, and compared them with Taiwanese local governmental policies to shed light on how government can formulate and utilize proper policy-design to lead local firms and industries to grow global and thrive.
