以SPLISS 模型分析臺灣女子棒球國際競爭力

Abstract

本研究旨在探討臺灣女子棒球國際競爭力，以De Bosscher等人所提出的SPLISS模型為基礎，深入探討臺灣女子棒球發展現況與挑戰，並提出改善策略。首先透過回顧臺灣女子棒球發展及SPLISS模型之相關文獻為分析基礎，接著邀請10位產、官、學界之棒球相關專業人士，以半結構式深度訪談了解我國女子棒球發展的挑戰因素與影響我國女子棒球國際競爭力之關鍵要素。接著運用決策實驗室分析法，分析各要素間的因果關係與相互影響程度，識別出影響臺灣女子棒球國際競爭力的關鍵決策因素。 本研究經由決策實驗室分析法分析得知位於第一象限之「經費支持」及「政策整合」為中心度高於平均且原因度為正值的兩個構面，代表具有明顯的主動影響力，是關鍵推動性的核心因子，建議優先強化便能有效地影響其他構面；另一方面，第二象限中則有「訓練硬體設施」及「國內外賽事申辦」，其中心度雖低於平均值，但原因度為正值，代表此二構面為驅動因子，具有一定程度之重要性及影響力，若能加以改善便能有效帶動其他構面發展。 本研究結果對於政府於擬定相關政策時，在優先順序及資源分配上提供具體且有系統的參考架構，聚焦於實質且可推動的重點改善領域，有助於提升資源運用效率與政策施行的精準度，具體建議如下，在「經費支持」方面，可建立政府專案補助與企業長期贊助之雙軌融資機制；在「政策整合」方面，建議於中央主管機關成立正式的跨組織合作平台，推動跨部會與跨組織協調；在「訓練硬體設施」方面，可建置地區性女棒固定訓練基地，提升場地可近性；在「國內外賽事申辦」方面，應建立常態化國內女棒聯賽，並積極向國際組織爭取舉辦國際賽事。可做為政府對於臺灣女子棒球發展重要參考依據，進而由上而下帶動女子棒球產業發展。

This study aims to examine the international competitiveness of women’s baseball in Taiwan. Based on the SPLISS model proposed by De Bosscher et al., it provides an in-depth analysis of the current state and challenges facing the development of women’s baseball in Taiwan and proposes strategies for improvement. First, a review of the literature on the development of women’s baseball in Taiwan and the SPLISS model was conducted to establish a foundation for the analysis. Next, 10 baseball professionals from industry, government, and academia were invited to participate in semi-structured in-depth interviews to identify the challenges facing the development of women’s baseball in Taiwan and the key factors influencing its international competitiveness. Next, the Decision Lab analysis method was employed to analyze the causal relationships and degree of mutual influence among the various factors, thereby identifying the key decision factors affecting the international competitiveness of women’s baseball in Taiwan. Through the Decision Lab Analysis Method, this study found that “Financial Support” and “Policy Integration,” located in the first quadrant, are two dimensions with above-average centrality and positive causality, indicating that they exert a significant proactive influence and serve as key driving core factors. It is recommended that prioritizing the strengthening of these factors will effectively influence other dimensions; On the other hand, in the second quadrant, “Training Facilities” and “Hosting Domestic and International Competitions” have centrality below the average but positive causality. This indicates that these two dimensions are driving factors with a certain degree of importance and influence; improving them can effectively drive the development of other dimensions. The findings of this study provide a concrete and systematic reference framework for the government regarding prioritization and resource allocation when formulating relevant policies. By focusing on substantive and actionable key areas for improvement, they help enhance the efficiency of resource utilization and the precision of policy implementation. Specific recommendations are as follows: regarding “financial support,” a dual-track funding mechanism combining government project grants and long-term corporate sponsorship could be established; Regarding “policy integration,” it is recommended that a formal cross-organizational collaboration platform be established within the central competent authority to promote inter-ministerial and cross-organizational coordination; regarding “training facilities,” regional permanent training bases for women’s baseball could be established to improve venue accessibility; regarding “hosting domestic and international competitions,” a regular domestic women’s baseball league should be established, and active efforts should be made to secure the right to host international competitions from international organizations. This report can serve as an important reference for the government regarding the development of women’s baseball in Taiwan, thereby driving the growth of the women’s baseball industry through a top-down approach.
