| dc.description.abstract | 本論文探討生成式人工智慧是否已將臺灣( 2016– 2025)之假訊息議題轉化為一個獨立且「例外性」的安全對象,或是被吸納進現有的框架與常規。為回答此一問題,研究分析兩組文本語料:公民社會輸出文本與國家文件摘錄(公民社會n=35;國家 n=14),對其中的診斷性、預測性與動機性元素進行編碼,以比較不同的論述構形。研究採取描述性、文件為本的設計,不主張因果關係,並提供透明的稽核軌跡。
研究以三項檢驗作為在 AI 例外主義與吸收兩種預期間的仲裁指標:時序性、治理錨定,以及議程競爭。研究發現支持「吸收式安全化」:對人工智慧與深偽影像的關注呈現短暫性,集中於選舉期間並在選舉之外維持低基線( P1)。對 AI的提及持續與既有法制與行政常規相連,如來源查證/驗證職責、移除與留存程序,而非主張賦予例外性權力( P2)。公民社會文本將 AI 整合入工作流程與教育訓練,未見持續性的 AI 專門運動;國家文件則強調韌性與協調機制( P3)。 在概念上,論文將安全化的框架操作化,使公民社會論述可與國家文本相互比較;在實質上,圖示出資訊治理中公民與國家之分工:公民社會負責公民教育與技術性方法,國家則以法律監管與協調工具為主,平台聯繫則為雙方的共同介面。研究的界限為僅侷限於公開文件、文本覆蓋不均,以及研究時間與地域限定於臺灣2016– 2025 年間。 | zh_TW |

Using a descriptive, document-based design and a transparent audit trail, it analyses two corpora, civil society outputs (n=35) and state materials (n=14), coding diagnostic, prognostic and motivational elements to compare framings.
Three probes adjudicate between AI-exceptionalism and absorption: temporality, governance anchoring and agenda competition. Results indicate securitisation by absorption, with attention to AI and deepfakes episodic and peaking around elections while remaining at a low baseline otherwise. References to AI are consistently tied to legal and administrative routines, provenance checks, verification duties, takedown and retention procedures rather than claims for exceptional powers. Civil society integrates AI into workflows and pedagogy without sustained AI-specific campaigns, while state documents emphasise resilience and coordination. Conceptually, the thesis operationalises a security-framing lens to render civil society discourse comparable to state texts and maps a civil-state division of labour in information governance, with platform liaison as the shared interface.
